This is a realistic look at the shape I believe Arsenal could line up with for the following season, with 3 signings.
Suarez has been linked repeatedly and Arsenal have made offers already. With Arsene Wenger also confirming in a recent press conference that Arsenal are still in talks Suarez.
Gustavo is looking increasingly likely to leave Bayern Munich, with Gotze and Thiago coming in, his chances of first team Football seem to be slim. For the reported £15M asking price, he could be a great signing.
Cesar has been spoke about since the start of the window and could add a tangible impact to the side instantaneously. He'd be great competition for a ever-growing Szczesny and a fantastic keeper on his day.

This system is not too dissimilar to the one Wenger's Arsenal have used for the past few seasons and I believe it to be very balanced.
From the back a choice between Szczesny and Cesar offers great flexibility and competition. Sagna may have had a very disappointing year in 2012/13 but he's still a very solid defender and if he doesn't move to CB, he will be Arsenal's first choice RB.
With a disappointing campaign from Vermaelen, Koscielny and Mertesacker were able to build a solid partnership and greatly contributed to the positive run of form towards the end of the season for Arsenal.
Gibbs is constantly improving as a full back and his ability has really shone through in the past 2 seasons, Monreal is also a very good full back and this is probably one of the positions Arsenal are strongest in, but with the 'British Core' being pushed forward by Arsenal recently, Gibbs appears to be first choice.

Moving into the midfield, Arteta has proven himself to be possibly Arsenal's most important player. His positional discipline and passing ability have been key for Arsenal, but with Arteta now at 31 years of age and having played the majority of Arsenal's games in the past few years, Gustavo could well be a player to come in and take that reliance off of Arteta and offer another defensively strong midfielder to choose for Arsenal's band of 3.
Ramsey and Wilshere could both fill the position alongside Arteta or Gustavo as the box to box option, the 'engine' of the side. Wilshere has been out for quite a period of time now, Wenger will not want to rush him back, and with Ramsey's end of season form and partnership with Arteta, I will not be surprised to see Ramsey start the season as a first choice option.
Cazorla offers the creative guile at the tip of the midfield 3, and with his tendency to drift from central positions, he will offer support in and around the edge of the area, dependant on which side Arsenal attack down.

Although Suarez has really played through the centre for Liverpool, and with his goal tally last season, shown that to be extremely successful, I can see Arsene Wenger using him on the left, as an inside forward. With Giroud's ability to hold up the ball and bring others into play, Suarez could thrive running in behind off of Giroud. With Walcott offering pure width on the right and stretching play, creating gaps between the CB's for Suarez to exploit.

As for the setup of the team, I am more than happy with the possibilty of signing, Gustavo, and Suarez.

. Vermealen is banged up and to an extent so is Monreal, as much as i love gibbs, I would hate for him to be the only guy in the squad capablee of playing at leftback. Gustavo would bring deep depth at both leftback and centreback. I am sure he would fit in nicely in our midfield as a holder next to Ramsey/wilshere or as a box to box ala Khedira next to Arteta.

As for Suarez, hate how uch he might cost, considering the baggage he can bring with him, I wouldnt be as concerned if he was squeeky cleann but he is not, and does tend to miss games due to suspensions. But when he is on I love him, comfortable anywhere in the frontline, although I prefer him not behind the striker.

The LW position could possibly be locked down by podolski. Apparently he was banged up all last season and therefore unable to contribute as much energy in attack and defense, therefore he was less a force.He has 2 genuine competitors in Germany, both Reus and Schurrie pose a serious threat to his LW spot

Hopefully with Giroud as a number 2 striker, he will produce like gomez did last season with bayern.
