ZolaWell, "best" is a very subjective word. One could argue Brazil is the best, evident from the number of Brazilian players playing at all levels across the world. It is also very possible to say Holland is the best, due to huge number of talent they produce despite their small population.

mojojojo101England, Brazil and France are all definately up there but there porblem isn't with producing good young players, all 3 of these nations have struggled in recent years (England more so than France or Brazil) to get their players over the gap between the ages of 20-24 where regular playing time is key but they find it very hard to actually break into the first team due to a lack of experience.
As far as the best goes you'd probably have too look at Spain, although they too are 'struggling' to get their younger players to dislodge the players in the seniior national team.
A number of the smaller nations though have really started to churn out talent recently, Norway (Eikrem, Yttergard Jensen, Singh, etc), Belgium (Hazard, Lukaku, Fellaini, etc), Uruguay (Suarez, Coates, Hernandez) and Switzerland (Shaqrir, Xhaka, etc). All these nations have put long term investment at the forefront of their international football in recent years which bodes well for countries like Zambia who are just starting to see the benefits from a similair plan.

Also should have mentioned Japan, the massive investment they have put into the infrastructure in their football is really starting to come off for them now
